The Ministry of Finance has released a statement detailing the government’s continued efforts in settling salary advancements and scale upgrades for primary and secondary school teachers.
The press release, signed by Minister of Finance Louis-Paul Motaz, reaffirms the government’s commitment to clearing outstanding salary-related debts before January 2025. According to the statement, the latest wave of payments, covering advancements processed between March 2022 and June 2023, was completed in December 2024. The initiative, which began in March 2022, has facilitated updates for thousands of educational personnel across the country.
The government has successfully processed and paid 37,567 grade advancements and the integration of two-thirds of business personnel. Additionally, 39,100 grade advancements were allocated to 86,753 secondary school teachers, generating 161 billion FCFA in referrals for the Ministry of Secondary Education. Another 19,685 grade advancements and integrations were made for contractual teachers, while 115,928 grade advancements benefited 49,430 primary school teachers, leading to a total increase of 78 billion FCFA in referrals for the Ministry of Education. By the end of February 2025, 143 billion FCFA had been paid to the Ministry of Secondary Education and 63 billion FCFA to the Ministry of Education. However, 17 billion FCFA is still pending for the Ministry of Secondary Education, mainly due to updates made in November 2023 and September 2024, which were not included in the original government commitment made in October 2023.
Additionally, there has been a notable rise in pending referrals for the Ministry of Education, amounting to 23 trillion FCFA in requests by the end of February 2023. Some delays in processing these referrals have been attributed to missing or inconsistent data. Teachers affected by these issues are urged to approach their respective Human Resources Directorates to submit necessary documents for further processing by the Inter-Ministerial Committee.
Alongside these payments, an additional 38 billion FCFA has been disbursed for the Ministry of Secondary Education and 23 billion FCFA for the Ministry of Basic Education, as part of routine salary payments across ten ministries since March 2022. This brings the total salary debt payments to 182 billion FCFA for the Ministry of Secondary Education and 86 billion FCFA for the Ministry of Education between March 2022 and February 2025. Minister Motaz expressed satisfaction with the progress made in addressing salary debts and reaffirmed the government’s commitment to finding lasting solutions to salary and pension issues for public sector employees.
